Concept

Keine's Hakutaku form

Name

The kanji characters for Keine translate loosely to "Wise sound" while Kamishirasawa literally means "Upper stream of a white valley." However, the Kamishirasawa kanji can be read as "ue hakutaku" or "uwa-hakutaku" and so likely a pun by ZUN when he named the "Were-Hakutaku" character. "Keine" is also a declensional form of the German word of negative article or negative determiner. Example: "Keine Gurken gibts im Kühlschrank" ("No cucumbers are in the refrigerator"). Although the two words are pronounced differently, Keine's name used in this manner may also be a reference to her ability to negate history.

Appearance

In her human form, Keine has brown eyes and long silver hair with blue highlights. She wears a hat that looks like some kind of building with a red ribbon on top and glyphs inscribed along its side. Her dress is dark blue with white short sleeves, and a red ribbon is tied to the bottom of the collar. In her hakutaku form she has red eyes, long silver hair with green highlights, and horns. Her left horn is decorated with a red ribbon. Her dress is dark green with white short sleeves, and a red ribbon is tied to the bottom of the collar.

Occupation

History compilation work
She acquires all the knowledge of history in Gensokyo, and does work in summarizing it in history books. This is said only in Perfect Memento in Strict Sense. Since youkai live long, there are not many "things so far in past to the extent that she does not know them", but since humans, compared to youkai, have far shorter lifespan, and since they largely rely on books for their knowledge of history, there is a high danger of acquiring mistaken history. Since it is humans to have disputes over mistaken historical viewpoints and thus be at a loss, in order to leave the "correct history" for future generations, Keine daily does history book compilation work.
This job is mainly (or pretty much only) done on the night of the full moon when she becomes a hakutaku. Since the full moon pretty much comes once each month, she performs a month-load of work all at once in a night. Because of that, it seems like she is often on the edge at the night of the full moon. Therefore, to interfere with her work at that time would probably result in consequences.
Also, when speaking of history, there is the Gensokyo Chronicles possessed by the Hieda family, but the Gensokyo Chronicles has an existence that is beyond Keine's ability to eat or create history. Therefore, whatever alterations Keine makes to history, the "history of the Hieda family" never changes, and also useful as materials even when she performs the history compilation work and when she lectures at the temple school.
Temple school
She mainly gathers the children of the Human Village and teaches them. It is unclear if she has lessons other than history. Since the lessons have a reputation of being difficult to understand and tedious, Hieda no Akyuu even said, "I think it would be more interesting if I were teaching".
For her lessons, there are also times when homework is given out, and if someone forgets their homework, then as a punishment, Keine performs a headbutt. Although it is usually thought that a headbutt is her special move as a hakutaku, in actuality it is her special move even as a human. However, when she becomes hakutaku, her headbutts become more painful.
Also, there has especially be no comments about the temple school at the time of Imperishable Night, in Bohemian Archive in Japanese Red, it made the consideration that she made the history school in order to teach "correct history", which was stated in Aya Shameimaru's Bunbunmaru Newspaper, and in the interview afterwards, they spoke of the fact that she really did make the school, and was introduced in Perfect Memento in Strict Sense as "temple school".

Abilities

Ability to the extent of eating history (as human)
According to Hieda no Akyuu, "history" are the things written down by someone. In the situation when something happens, it exists as "truth", but it only when it is summarized by people's hands and first widely known that it becomes "history". Even when there is truth, if it is not written down, then it does not become "history", and in reverse, even if it was not actual, but became widely known in this manner, then it also becomes "history". In other words, "history" is not a complete record of truth, but rather a particular individual's viewpoint, and is greatly blended in with that individual's circumstances. Even the history that is presently widely believed are not exceptions.
Hakutaku originally appeared for rulers of successive generations, and gave warnings concerning future disasters, but even as far as rulers are concerned, they were tools for constructing "convenient good histories." In actual ancient times, like ancient China and other places around the world, upon change of government, there was a custom to attack the previous government and make, and advocate the legitimacy of the new government. Because of this, each time government changes, history becomes edited and revised, deleting inconvenient history and replacing it with newly created history. Incidentally, this kind of custom still exists today, but this is mostly seen in countries with much alteration in government.
Certainly, just from making a fabrication in history records, the people who have experienced and known the "truth" would immediately notice that it is a fabrication. In actuality, according to Imperishable Night, when she uses her ability, the human character falls into the condition of "the human village that must exist cannot be found, but I knew that the human village was there." On the other hand, from the view of the youkai, just as normal, its existence there did not change at all.
From this, Keine's "eating of history" is not a complete erasure of past truth, but rather is probably an ability that merely makes the most trusted source for the history recognized by people, "reality," unable to be seen. (In the character settings for Imperishable Night," it used the words, "make it unable to be seen.") Since, to the very end, it only makes it "unable to be seen," even the actual thing that was made "not to have existed" still, as of yet, has its existence remaining, and against opponents to whom this ability does not apply, it does not become "not to have existence" in the first place.
Furthermore, in Imperishable Night, it specified that this ability applies to humans but did not apply to youkai, but it is unclear what happens when youkai circulate it to humans. At least Keine hid the village because she thought that "youkai were coming to the village to attack," but if it has no effect on youkai in general, then there is no meaning in doing such a thing. Even if this ability of eating history would certainly have an effect against lesser youkai, in Imperishable Night, it did not have an effect on any youkai who were playable characters. However, since the youkai who were playable characters were stated to have strength of the last boss class, it could be said that it does not have an effect only on the youkai who exceed her power.
Ability to the extent of creating history (as hakutaku)
There has not been a time when she clearly used this ability, so its details are unknown. However, it was specified that "when she is a hakutaku, she acquires all the knowledge of Gensokyo's history and performs editing and compiling work", so it is probably to know things behind the knowledge of history she was not able to obtain as human, or truths that has been made not to have been. In salvaging true circumstances that were made not to have been, she would record them in history records (although there are also truths that were left as not to have been, for the sake of society). As her ability of eating is like a fabrication of history records, this ability is probably in the same way as having the ability to write down history records.

Story

Imperishable Night

During Imperishable Night, Keine, being sensitive to the moon herself, sensed the strange events that were occurring. As a safeguard, she hid the Human Village's history, making it as if there had never been a village there to begin with, so that the inhabitants would be protected from any youkai. After being defeated, Keine pointed the heroines toward the ones responsible for the fake moon in the sky. Later, during the Extra Stage, Keine acted as guardian of Fujiwara no Mokou and attempts to stop the player from reaching and facing Mokou.
