Most of the characters in Mystical Power Plant are original and non-existent in the Touhou Project. The following six are, however, officially part of the Touhou Project and are playable characters in Mystical Power Plant, each with two different shot types. The midboss of stage 6 is also an official character. All characters except the above are the originals.

The Kodama (木霊) are the midbosses of Stages 1 through 5. They are spirits living within the Life-Guiding Tree, similar to fairies. They're stated to be extensions of An Yaezaki, and can essentially be treated as the same character as her.

Kodama is a generic term for tree spirits.

Pink Kodama has short purple hair and purple eyes. She wears bright pink kimono with pink sash and cherry blossom pattern on sleeves. She has white ribbons tied into bows on her sidelocks and wields a flute. Green Kodama has dark blue hair tied into ponytail with a white ribbon and green eyes. She wears bright pink kimono with green stash and bush-like patterns on her sleeves. She wields a drum. Yellow Kodama had short dark purple hair and yellow eyes. She wears bright pink kimono with yellow stash and yellow chrysanthemum pattern on her sleeves. She has white ribbon tied into bow on the back of her head and wields two sticks.

Aragami no Kusuko (荒神 薬子) is the Stage 1 boss.
Concept
- Name
Her given name Kusuko is spelled with the kanji kusuri (薬) meaning "medicine", and ko (子) meaning "child" which is a general-purpose kanji for girls' names.
Her surname Aragami is usually pronounced as Kōjin, the god of fire, the hearth and the kitchen.
- Appearance
Kusuko has two tiny yellow horns on her head, identifying her species. She wears a large two-layered blue cap that has a small blue ball on top. She has short, light brown hair, violet-blue eyes, and a small pair of glasses. She wears a dark-red button-up shirt with white frills at the neck and short cargo pants that are rolled up so that her knees are visible. She wears a red coat with gold trimmings, buttons at the sleeves and bottom edges, and grass designs near the bottom; it is secured around her waist by two gold straps. She wears brown shoes with straps, secured by two gold rectangular buttons each, and gray socks. Tied behind her neck is an enormous red bow with white frills, and a red-orange fabric is tied in a knot in front of her neck. She carries a wooden box with a lid and a shoulder strap, presumably with medicine or medical instruments inside.

Momo Tobikura (飛倉 百々 Tobikura Momo) is the Stage 2 boss.
Concept
- Name
Her family name Tobikura is another name for the nobusuma, a kind of flying squirrel youkai. Her given name Momo is taken from momonjii, the name of a youkai taking the form of an old man. Momonjii is itself a combination of the Japanese word for flying squirrel, momonga, and the name of another youkai, gagoujii. The term momonga at one time referred generally to various monsters, which is why it's used as part of the term momonjii despite the youkai being an old man and having nothing to do with flying squirrels.

Tenmu Suitokuin (祟徳院 天夢 Suitokuin Tenmu) is the Stage 4 boss.
Concept
Tenmu Suitokuin is based on Emperor Sutoku, the 75th emperor of Japan. After his abdication and death, Sutoku is said to have become a vengeful spirit (in some accounts, a great tengu). Along with Sugawara no Michizane and Taira no Masakado, Emperor Sutoku is known as one of the three great vengeful spirits of Japan.
- Name
Her last name, "Suitokuin" (祟徳院), is nearly identical to "Sutokuin" (崇徳院), the name taken by Emperor Sutoku after abdicating. "Sutoku" means "esteemed virtue", while "Suitoku" means "vengeful virtue". The character "In" (院) has several meanings, one of which is a suffix added to emperors' names after the end of their reign. "Sutokuin", then, essentially means "the ex-emperor Sutoku".

Stage 4 Boss - Ruler of the Two Worlds of Human and Youkai Tenmu Suitokuin Species: Great Tengu (former human) The "Great Tengu" are high-ranking youkai who hold administrative positions in tengu society. In order to get revenge, she gathered up youkai with her authority, and formed a system of government on the mountain along with the tengu's leader, Tenma. As such, she greatly disliked the gods from outside, who had suddenly started living on the mountain as of late. (Incidentally, she didn't particularly mind the angels who had previously taken control of the mountain, since they went home right away.) The Geyser Incident, the Treasure Ship Incident--- with these incidents that the Moriya gods had caused, she saw an opportunity. She had her news corps bash them, and attempted to spread bad rumors as well, but it wasn't all that successful. There were various causes; the Moriyas skillfully avoided being caught, and the information about the underground world had been blockaded by someone. Above all, though, the matter of the Moriya Shrine that wouldn't (or couldn't) leave was just something that the humans and youkai outside the mountain didn't care about. When she found out that Kanako and co. had brought the Life-Guiding Tree to the mountain, and on top of that had invited a god from the outside world, Tenmu was sure that the Moriyas' reputation would be lost for good this time. Why? Because she and the god who the Moriyas had brought had some connection, and no small amount of friendship. She secretly came into contact with "her", and came up with a plot. If "she" were to cause an incident, an enormous amount of energy would gather in the Life-Guiding Tree, and if that went out of control, the ensuing crisis could destroy Gensokyo. That wasn't what "she" was actually planning on, but the possibility of it gave Tenmu more than enough material to ensnare the Moriyas. Additionally, the panicked Moriyas would fly towards the tree for sure, and Tenmu herself would catch them in the act there. While helping "her" achieve her goal, Tenmu would obtain an excuse with which to drive the Moriyas off of the mountain. Having them admit that their energy plan was no good would be enough on its own, but if she managed to get information about the Geyser and Treasure Ship Incidents right from the culprits themselves, there couldn't be a greater outcome for her. She also stationed the news corps and patrol corps serving under Aya Shameimaru along the path from the village to the mountain, in order to obstruct the shrine maiden's interference. Her plan was perfect. If there was one fatal flaw in it, it was that the tengu executive herself was caught cooperating with the incident instead. |

An Yaezaki (八重咲 杏 Yaezaki An) is the Stage 5 boss.
Concept
An Yaezaki is based on the legend of the Tobiume (lit. "flying plum tree"). As explained in An's backstory (see below), the Tobiume was a plum tree beloved by Sugawara no Michizane. After his exile, the tree is said to have uprooted itself and flown to Dazaifu to meet him. A tree said to be the Tobiume is currently located in the Dazaifu Tenmanguu shrine. Stage 5 Boss - Child of Night-Piercing Flowers An Yaezaki Species: Kodama Many spirits live within the Life-Guiding Tree, an old plum tree that has lived since the Heian era. In a certain sense, they're similar to fairies, which are themselves embodiments of nature. In another sense, they are the Life-Guiding Tree itself. Don't go saying anything like "why are they named 'Anzu' if they're a plum tree?". They reside in the giant sacred tree called the Life-Guiding Tree, and there are a horrendous number of them. However, all those individuals share one self known as "An". She can freely gather into a humanoid form, and separate into countless smaller bodies. Don't go saying anything like "so would the plural of 'An' be 'Anzu'?". In the outside world, a certain legend about the Life-Guiding Tree has been handed down. Long ago, in the era of Heian, the plum tree (that is, An) had a master named Mitama Magahara. After Mitama was chased from the capital city to the far-off city of Dazaifu, the tree that adored her is said to have uprooted itself and flown after her. This is the "Legend of Tobiume". It's probably obvious already, but the tree's flight was because of An. However, in reality, she didn't have enough power to fly all the way to Dazaifu. She ran out of energy on the way there, and took root in the ground where she landed. The tree known as Tobiume in present-day Dazaifu was actually grown from a cutting, brought there by a visitor from the capital. The genuine Tobiume, having crash-landed without anyone knowing, was soon reduced to a mere fantasy. "Even if I'm gone, my scent will still reach you, being carried on the spring wind." Her master said that when they parted. An was very loyal to her master (or very stubborn, one might say). Even if she lost the power to make the tree fly, she intended to grow the tree itself over many years, such that the scent of its flowers would reach her master in that far-off land. Without knowing that it was the Tobiume tree, the Moriya gods moved it to their shrine as the "Life-Guiding Tree". By sheer chance, they also invited her master, Mitama Magahara, as the god of their energy revolution. Thus, the master and the servant were coincidentally reunited. However, Mitama's intentions suddenly collided with Kanako and co. She wanted to take the tree back to her stronghold of Dazaifu, while they wanted to keep it in Gensokyo as the Life-Guiding Tree that symbolized their new age of energy. It was at that point that Mitama's friend (and fellow member of Japan's Three Great Vengeful Spirits) Tenmu Suitokuin took advantage of this, and began working to fan Mitama's distrust of the Moriyas. As a result, Mitama accepted Tenmu's cooperation to take back the Tobiume tree, and started to undertake elaborate training to carry out the drastic measures they had planned. On the day when they were to take action, An's role was to use group tactics to obstruct and repulse any nuisances, or failing that, to delay them for as long as possible. |

Mitama Magahara (禍原 命廟 Magahara Mitama) is the Stage 6 boss.
Concept
Mitama is based on Sugawara no Michizane, a famous Japanese scholar, politician and poet. He was a talented poet and archer, and held several positions in the imperial court. As a result of a conspiracy by his political enemy, Fujiwara no Tokihira, he was demoted and sent to the city of Dazaifu, where he died. His death was followed by natural disasters and the deaths of several members of the Fujiwara clan, which was said to be caused by his vengeful spirit. To pacify his spirit, all charges against him were wiped from the records and he was deified as Tenjin, a god of scholarship that is still widely worshipped today.

Stage 6 Boss - Great Vengeful Spirit of Heian Mitama Magahara Species: Divine spirit (former human) The god who Kanako invited from the outside world to help with her new energy revolution plan, the true identity of the "soul living in disregard for Heaven's laws" that Saraka was hunting, a former human who became an evil spirit in the same way as Tenmu, and the master of the Tobiume tree. ---More precisely, she's a human who changed from an evil spirit to a divine spirit, due to the vast amount of faith she earned after her death. Once, she was debased by her political enemies and died an unnatural death. She then became a vengeful spirit, spreading thunderstorms and plagues across the land, and to pacify her she was worshipped as a divine being. This legend should already be known to the wise members of the audience who are well-acquainted with Japanese history. She's known as a thunder god, but actually harbored the powers of one since the time when she was still human. No, rather, it wasn't the power of a god, but the power of the oni who were threatening the people of the capital city. In Heiankyou, the ties between oni and humans were far stronger than they are today. Humans' desires never change either, no matter what era it is. The Taoism that Toyosatomimi no Miko had pursued several hundred years prior had already been forgotten, but as far as the rulers were concerned, the power of the oni was a fair substitute for it. The wise Mitama quickly reached the same conclusion that Miko did. If all the people who could move the country had superhuman powers like this, political revolt would be sure to follow. Yes-- the only people who could hold powers surpassing the realm of humans were those who had truly been chosen. Though she was sharp-minded, she was also rather unskillful. Because she was so unskillful, she couldn't help hardening her heart. And so, her friends and teachers who had stained their hands with the oni's power, and the "oni" that spread over the political world, were secretly eliminated by her. Mitama had been known to history as a poetic genius, well-versed in both kanshi and waka. As such, she immediately recognized the presence of the oni in the background from reading the poems her teacher wrote.
It's said that using the phrase "path of oni" to refer to plots that deviate from the correct path is based from this anecdote. (Extract from "A Recycled Ten Desires Hoax Plan" by Minmei Publishing Company[1]) After that, it was just as we all know. She unexpectedly became a god who was close to the people and well-known by them, but she had always been a scholar in the end. Thanks to her curiosity and inquisitive mind, the land of Gensokyo that Kanako told her about was very interesting to her. And so, she visited Gensokyo, and was unexpectedly reunited with the plum tree from her home--- An Yaezaki. She then began thinking that she wanted to return to Dazaifu with An, leading to the start of this incident. Gods have a wide variety of abilities, but they're not all capable of the same things. It was possible for Mitama to use the power of thunder, but she didn't have any magical abilities that could instantly move a giant tree through space. The strategy she came up with was to use "warp drive theory", which had been forgotten due to the impossibly-enormous amount of energy required. In addition to the vast amounts of electricity that she herself could produce, she attached machine parts gathered by Tenmu's subordinates, such as hydroelectric turbines and photovoltaic panels, to the tree. These parts would produce additional power, making it possible to produce the electrical power needed for the warp drive. That was the true nature of the light shining from the tree. Birds that fly too high will fall. A too-excessive power will bring ruin upon its user. Mitama was a trueborn poet in the end, a lover of nature's beauties, and was too kind to be a ruler. However, the familiar faith in "Lord Tenjin" that still spreads through the country even today may come from that side of her. |

Michel Sant'Angelo (ミシェル・サンタンジェ) is the Extra Stage midboss. She was previously the Stage 5 boss of The Last Comer, developed by the same team as Mystical Power Plant.
Concept
Michel Sant’Angelo is based on the Archangel Michael, the highest-ranking angel in Heaven and the commander of God’s forces during the final fight against Satan.
- Name
Michel is a given name of French origin. It is normally a masculine name equivalent to the English name “Michael”, but in this case it is pronounced similarly to the feminine variant “Michelle”. Both versions of the name mean “Who is like God?”, a rhetorical question that illustrates humility before God. Sant’Angelo is Italian for “holy angel”, and it references a former mausoleum in Rome called Castel Sant’Angelo, where the Archangel Michael is rumored to have once appeared.

Riko Toone (遠音 リコ Toone Riko) is the Extra Stage boss.
Concept
Riko is based on Vocaloid, a singing voice synthesizer program that has become extremely popular in recent years. She is not based on any existing Vocaloid model, but draws heavy inspiration from them in general.

Her surname "Toone" (遠音) means "far-off sound". Her name mirrors the names of Vocaloid characters Miku Hatsune (初音ミク), Rin and Len Kagamine (鏡音リン・鏡音レン), and Luka Megurine (巡音ルカ). Her given name is spelt with katakana, and her surname ends in "音", meaning "sound".
When using Eastern naming order, her full name Toone Riko sounds like "Tonelico", a reference to the Ar Tonelico series of RPGs. Each game in the series takes place on a giant, tree-like tower, and the plot of each game revolves around girls who can cast magic via singing.
